I would recommend creating your website before you sign up for an adsense account. Their are many people who sign up for adsense so to keep the amount of members low. Google Adsense prefers to only accept accounts who submit high quality websites.
Many people have created adsense ready websites that are not of great quality. Google adsense will most likely not approve your account.

Simply click on the sign up now button on the top right. This will take you to the application process.
You will then have to fill out the application process below:
It will take a while then google adsense will approve you and you will be able to login to get your html code.
